CBD Oil in Canada: What to Know
CBD oil is a cannabis extract containing cannabidiol (CBD). Some products also contain tetrahydrocannabinol (THC). In Canada, both CBD and THC are regulated under the Cannabis Act, including CBD obtained from hemp.

What is CBD oil?
CBD oil generally combines a cannabis extract with a carrier oil. The product label identifies its ingredients and states the amount of Total CBD and Total THC. Product formulas vary, so the label—not the product name or package colour—is the best source of information about what is inside.
Does CBD cause a high?
CBD is not intoxicating and does not produce the high associated with THC. It can still affect the brain and body, and CBD products may contain some THC. Always check both Total CBD and Total THC on the package.
Is CBD oil legal in Ontario?
CBD is regulated as cannabis in Canada. Adults aged 19 and older in Ontario can purchase legal non-medical cannabis products from authorized retailers. Legal products use standardized packaging, display required health warnings and cannabinoid amounts, and normally carry an Ontario excise stamp.
Cannabis for medical purposes follows a separate access system involving a health-care professional and a federally licensed seller. A recreational retailer cannot diagnose a condition or prescribe a cannabis product.
How to read a CBD oil label
- Total CBD and Total THC: the quantities or concentrations in the product.
- Per activation or per unit: the amount dispensed by one metered spray, capsule or other defined unit, when applicable.
- Ingredients: check the carrier oil and other ingredients for allergies or sensitivities.
- Health warning and excise stamp: key indicators of a legal Canadian cannabis product.
- Packaging date and lot number: useful when identifying or reporting a product concern.
Effects and safety
Everyone’s response to cannabis can differ. Health Canada notes that both THC and CBD can cause side effects, and cannabis may interact with prescription drugs, non-prescription drugs, alcohol and some natural health products. Speak with a health-care professional or pharmacist if you use medication, have a health condition, are pregnant or breastfeeding, or are considering cannabis for a medical purpose.
Do not drive or operate machinery while impaired. Keep all cannabis products in their original child-resistant packaging and store them securely away from children and pets.
Can CBD oil treat a health condition?
Health Canada states that there is not enough scientific information to recommend a particular cannabis product for a specific health condition. Avoid relying on product marketing as medical evidence. If you are considering cannabis for symptoms or a diagnosed condition, discuss the potential benefits, risks and interactions with a qualified health-care professional.

Compare the Total CBD and Total THC, product format, carrier oil and package size. Choose only legal products from an authorized Ontario retailer, and follow the instructions and warnings on the package.
